Houses with shelters
Until 1996, private households in the Federal Republic of Germany received state subsidies for the construction of shelters in their homes. Private home shelters were supported with a flat-rate grant per shelter space, and the construction costs could be deducted from income tax.
A distinction was made between the categories "basic protection" and "enhanced protection (3 bar)", whereby the structures had to meet the requirements for protection against falling debris, radioactive fallout, fire effects, as well as against biological and chemical weapons.
The concept of building shelters was abandoned in Germany in 2009. At that time, there were approximately 9,000 private home shelters in Germany.
The shelters can be reactivated through targeted measures, which, for suitable buyers, can increase the overall property sale price. There is currently renewed demand for these properties.
Civil defense bunker
Public shelters include air raid shelters in the form of above-ground and underground bunkers, as well as old tunnel systems. These facilities were mostly built during the Second World War for air raid protection purposes. In addition, multi-purpose facilities such as underground parking garages or train stations, as well as fully and partially protected auxiliary hospitals, were built during and after the Cold War. In total, there were approximately 2,000 public shelters in the former West Germany.
The changed security situation after the end of the Cold War led to a realignment of civil defense infrastructure. In 2007, the federal government, in agreement with the states, decided to discontinue the construction of public shelters. Existing shelters have since been dismantled and no longer maintained. Currently, 599 public shelters remain, but none are operational.
Since the building structure is usually still in good condition, the civil defense shelters can be reactivated with targeted measures. Especially in the current climate, this type of shelter is in demand among investors.
Former military installations and ammunition bunkers
In Germany, there are several former military properties dating back to World War II that are privately owned. The condition of these military buildings and bunkers varies considerably, and some are listed as historical monuments. A feasibility study for listed monuments can determine whether their preservation can be economically viable. For the economic use of ammunition bunkers, the classification and the permissible net explosion volume play a crucial role.
Former military installations and ammunition bunkers are rare in Germany and represent an attractive asset class, especially for investors.
